宠物罐头出口到中国需要办理MOA登记吗？
Do the canned pet food exported to China need to register in MOA ?
通常情况下，宠物食品出口到中国，需要满足两个条件：第一，生产企业需要经过中国海关总署的备案，进入输华企业目录；第二，按照要求在中国农业农村部办理产品的《进口登记证》，但由于罐头一般属于零食，因此不需要办理该证书。但如果宠物罐头本身具有主粮功能，那就应该办理MOA登记。对于无法准确判断的，可以报农业部，确定不需要办理的，农业部可以出具办结通知，避免清关时遇到阻碍。
同时特别注意包装和标签应符合最新的要求（20号公告）。
Normally, pet food exported to China shall meet two conditions: First, the production enterprises need to register in China’s General Administration of Customs (GACC) for being one of Permitted List; Second, the Registration License of product shall be handled in Ministry of Agriculture and Rural Affairs (MOA ) as required. However, the canned food is usually regarded as a kind of snacks, so this Licence is not required. But, if the canned pet food has the function of staple food, the Licence must be handled. For those that cannot be accurately judged, they may be reported to MOA, and the one does not need to be handled, MOA may issue a Settlement Notice to avoid obstacles in customs clearance.
Special attention should also be paid that the packaging and label shall meet the latest requirements (Notice No. 20 ).
