As discussed, I attached the staff list which I would like those staff reporting to Finance Department starting from 1st July 2008.  One of the reasons for this change is that the internal control requires us to have segregation of duties in invoicing and good dispatch functions.  At the moment, invoicing and dispatch of goods are all performed by sales department which is in violation to the internal control policy of ABF. Plus, ABF internal auditor will perform an audit on our sales co in mid Sept.  I think we need to ensure that all controls and policies are in place and in compliance with the ABF requirements and those staff in the list will be the key person to ensure that our control and policies are in place and in good order.

Also, at the moment, we are in the process of recruiting finance manager for each sales region and the idea is to let the finance person assist each region in the financial matter and to improve our internal controls. My plan is to get the finance manager in place by 1st Sept 2008 and I can see that from 1st Sept, those staff will directly reporting to the Finance manager of each region and the Finance Manager will ultimately report to Finance Department of Beijing Sales Co directly.  This will give us a good segregation of duties to comply with ABF requirement.

Regarding the staff, the arrangement would be as follows:

-during the transitional period, from 1st July 2008 to 31st August 2008, the staff listed will have dual reporting responsibility to Finance Department of Beijing sales co and the regional sales managers.

- The following person will be nominated as the coordinator to resolve the day to day issue regarding the finance, good delivery, warehouse matter and they will be reporting temporarily to Lily Liu of our Finance Department.
Eastern region: An Zhi Gang
Southern region: Zhou Hui e
Central region: Yu Hai Yan

-from 1st Sept onwards, the staff will be directly reporting to the Finance Manager of each sales region and the reporting relationship to the regional sales managers will then be ceased.

-the remuneration and the incentive calculation will remain unchanged until 1st Sept 2008 when the new finance structure is formally announced.

关于职员,安排如下:
在过度期内,即自08年7月1日至08年8月31日,名单中的职员将需同时向北京财务部门及区域销售经理做双重汇报.
以下人员将被提名为解决有关财务,商品运输,仓库等事务的协调员,他们将会临时性地向财务部门的刘历历汇报.
东部区域:安志刚
南部区域:周会娥
中部区域:余海燕
自9月1日往后,这些职员将直接向各区域的财务经理汇报,他们与各区域销售经理的汇报关系将终止.
在2008年9月1日新财务架构正式宣布之前报酬及激励计算将保持不变.
