出口巴西 门口用了胶合板 客户必须要熏蒸还要打戳

我有一个柜化工品出到巴西 产品包装为25公斤塑编袋 5.1类危险品 装箱当天货代告知我连云港海事要求5.1类危品门口必须用五合板
同时告知我提单上需显示以下四项中其中一项 按实际情况，保险起见我将五合板图片发给客户
客户说是木质包装 让我提供熏蒸证书才可以，同时五合板上也必须打IPPC标识
现在货物已经上船 客户那边说不能提供就会被巴西海关退货
现在应该怎么做呢 急 在线等 QQ459373567
1)   Treated and certified = contains wooden packing material in the shipment, and wood was treated and certified.包含木质包装材料，经过熏蒸处理,拥有熏蒸处理证明
2)   Processed= contains wooden packing material in the shipment, and wood was processed.包含木质包装材料，经过熏蒸处理
3)   Not-treated and not-certified = contains wooden packing material in the shipment, and wood was not treated and not certified 包含木质包装材料，未经过熏蒸处理 ，没有熏蒸处理证明
4)   Not Applicable = no wooden packing material in the shipment. 不包含木质包装材

一般是需要薰蒸证书。

问题是五合板算木质包装吗 国内应该没有人给五合板做熏蒸的
