To keep eBay safe, eBay reviews the accounts of members who are actively selling with multiple user IDs. While your accounts are being reviewed, you won't be able to sell with any of your accounts.
To begin the review of your accounts so that you can start using eBay again, please send an email to eBay Customer Support at cbtquestions@ebay.com with a list of all your eBay user IDs.
We'll review your accounts and get in touch with you to let you know when you're able to sell on eBay again or if we need more information.

Dear eBay Member,
Thank you for contacting eBay customer support in regards to the Cross
Border Trade restrictions on your account. I am sorry for the delay in
my response.
The reason the restriction was placed on your account is because you
attempted to list an item for sale outside of your registered eBay
country. I am showing that you registered your accounts on eBay Hong
Kong and attempted to list an item for sale on eBay United States.
The ability to buy from and sell to members in other markets is an
important part of the eBay marketplace. To combat internet fraud, some
eBay sites have adopted different member registration requirements --
especially in smaller markets. For your registered site, you must be
PayPal verified and, in certain situations, receive eBay approval to
trade cross-border. This initiative is aimed at creating a safer trading
environment by making sure that all members have gone through an
appropriate level of identity verification.
Based on our current information you may continue to trade on your
registered site but you did not meet the requirements to trade globally.
You may, however, list your items with international shipping options to
attempt to reach more customers.
If you have other accounts you would like to present for review, please
respond by listing all the eBay User IDs that you have registered with
eBay or that are linked to the PayPal account you use. We will review
your accounts and contact you to let you know if you have met the member
verification requirements to trade globally or whether we need
additional information.
In order to qualify to conduct international trade, all accounts must
meet the following criteria:
- Have a verified PayPal account
- Have a feedback score of 25 or greater from the sale or
purchase of tangible items and not be in violation of the Feedback
Manipulation policy. This policy can be found at: http://pages.ebay.com/help/policies/feedback-manipulation.html
- Have a feedback rating of 98% or greater.
- Have no related accounts with outstanding suspensions.
Once you have been able to raise your feedback to 25 with the 98% or
higher rating then you may email me back at cbtquestions@ebay.com and I
will review your accounts again for cross border trade.
